Consortiums

The Mineta Transportation Institute currently leads two multi-institution consortia focused on key transportation-related research.


California State University Transportation Consortium (CSUTC)

California faces significant challenges to improve mobility of people and goods and ensure the State’s transportation system is safe, efficient, accessible, and convenient for all. The most effective way to develop solutions that can provide the order-of-magnitude leap needed to realize our vision of convenient, accessible mobility for all people and goods in California is rigorous, applied research. The California State University Transportation Consortium (CSUTC) fosters synergies across the entire California State University system to conduct impactful transportation research and engage in workforce development initiatives that increase mobility of people and goods and strengthen California’s economy.


Climate Change and Extreme Events Training and Research (CCEETR)

The Climate Change and Extreme Events Training and Research Program (CCEETR), led by MTI and funded by the Federal Railroad Administration, is designed to improve the safety and resilience of the U.S. rail network against extreme environmental events. The program brings together a consortium of universities, including Michigan State University, University of Hawai’i, Oregon State University, Clemson University, Northeastern University, Colorado State University–Pueblo, and San José State University, to conduct research, develop innovative technologies, and develop training for rail industry stakeholders. Through five major research tasks—ranging from the detection and prediction of hazards using multimodal sensor fusion technology, to developing a community resilience portal, to creating tools for planning and assessing rail and freight adaptation strategies—the program aims to identify risk mitigation strategies, enhance crisis preparedness, and support sustainable and resilient rail infrastructure. By leveraging advanced technology, data analysis, and knowledge transfer, the program addresses interruptions in rail service, infrastructure vulnerabilities, and broader safety and reliability challenges, ultimately guiding the rail industry toward a more resilient future.


Past Consortia

Mineta Consortium for Emerging, Efficient, and Safe Transportation (MCEEST) 

The Mineta Consortium for Emerging, Efficient, and Safe Transportation (MCEEST), led by the Mineta Transportation Institute at San José State University, conducted research, education, workforce development, and technology transfer to improve the safety, efficiency, and reliability of transportation systems. Established under the Infrastructure Investment and Jobs Act, the Consortium began its work in 2023 and concluded in May 2025. MCEEST facilitated cross-disciplinary collaboration to support informed transportation decision-making and advanced the USDOT Strategic Plan goals of Safety, Transformation, and Organizational Excellence. Through partnerships with Howard University, Navajo Technical University, San José State University, and the University of South Florida, the Consortium leveraged diverse expertise to address national mobility challenges and strengthen transportation system performance.


Mineta Consortium for Transportation Mobility (MCTM) 

The Mineta Consortium for Transportation Mobility (MCTM) served as a U.S. Department of Transportation–funded University Transportation Center led by the Mineta Transportation Institute at San José State University. Established under the Fixing America's Surface Transportation (FAST) Act of 2015, the Consortium began its work in 2016 and advanced research, education, workforce development, and technology transfer to promote a safe, efficient, accessible, and convenient national transportation system.

The Consortium fostered interdisciplinary collaboration to improve transportation decision-making and supported the Office of the Assistant Secretary for Research and Technology’s (OST-R) goals of strengthening university partnerships and promoting broader geographic and institutional engagement through its partners: Howard University, Navajo Technical University, San José State University, and the University of North Carolina Charlotte.
