The purpose of this project is to help Caltrans evaluate benefits from transportation investments aligned with the Climate Action Plan for Transportation Infrastructure (CAPTI). With support from Caltrans, the research team will provide a holistic evaluation framework with two important goals: 1) examine the emissions, economic, and social equity benefits of different types of transportation investments and strategies, such as Transportation Demand Management (TDM), Zero-Emissions Vehicle (ZEV) strategies, active transportation projects, transit improvements, operational improvements, and capacity expansions; and 2) provide a toolkit of quantitative and qualitative metrics to consider for CAPTI evaluation and future decision-making.

This research will help the state of California ensure that transportation infrastructure projects align with the state's GHG emissions reduction targets, maximize positive economic impacts, and benefit disadvantaged communities. The research team will also produce a toolkit to provide quantitative and qualitative metrics to consider for future project decision-making. The toolkit will be a user-friendly matrix for applying the emissions, economic, and equity factors to future projects and planning. State and local agencies can use the toolkit to determine which types of projects result in the most change aligned with the CAPTI framework.
