Assessing the Co-benefits of Housing and Transportation Investments in “Prohousing” Designated Jurisdictions

The goal of this research is to evaluate transportation and housing planning strategies employed by California jurisdictions participating in the “Prohousing” Designation Program (PDP). The focus is on assessing how these jurisdictions leverage PDP incentives to stimulate affordable housing production and better coordinate transportation and housing investments, aiming to maximize co-benefits. This project employs qualitative research methods to conduct cases studies, in-depth interviews, and focus groups to address these research questions.

Implementation of Research Outcomes: 

The research team will work with the California Department of Housing and Community Development (HCD) to create a dataset that documents pro-housing policies in more than 60 jurisdictions that have received the "prohousing" designation. The findings from the cases studies, interviews, and focus groups will be incorporated into the final research report, and potentially peer-reviewed publications. The preliminary results will also be presented at national conferences.

Impacts/Benefits of Implementation: 

By identifying effective and innovative policies in all jurisdictions participating the PDP, the research findings will assist both current and future PDP participants in developing policy tools to implement 'prohousing' strategies and achieve co-benefits from integrating housing and transportation investments.

This research will help state agencies assess the effectiveness of the PDP and local and regional policies designed to enhance the co-benefits of housing and transportation. These benefits include reducing greenhouse gas (GHG) emissions and vehicle miles traveled (VMT), as well as lowering housing and transportation costs. The insights gained from this study will inform the future implementation of the PDF and other state programs such as Sustainable Communities Strategies, Regional Housing Needs Allocations, and the alignment of local housing and transportation policies. This, in turn, will support the achievement of statewide goals related to transportation, housing, and climate.
