The student version is a digital course notebook intended for distribution to all participants. It mirrors the content of the instructor guide’s initial sections but excludes facilitation scripts and answer cues. It also includes ICS forms and draft Quick Start Cards, which students will use to assemble their Supervisor Folders and actively participate in the sand table exercise. These materials are designed to promote hands-on learning and ensure students are well-prepared to implement ICS principles in real-world scenarios.

This document presents critical information on best practices and useful initiatives related to rail hazards associated with climate change in North America. Building upon the foundational  Incident Command System (ICS) document created by the US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration, it is intended to help North America’s railroads to prepare their personnel, equipment, and infrastructure for the unfolding impacts of climate change with preparedness and response strategies.
