Cost Estimating Models for the State Highway Operation and Protection Program (SHOPP) Portfolio of Projects

The purpose of this research is to identify norms related to the overall cost of California’s State Highway Operation and Protection Program (SHOPP). It supplements recent SB1-funded research on pavement rehabilitation projects and aims to assist the California Department of Transportation (Caltrans) in improving its methods of estimating and managing costs and further aims to assist the California Transportation Commission (CTC) and the Legislature in reviewing and assessing the overall cost of the SHOPP.

Impacts/Benefits of Implementation: 

This research responds to the need to improve cost estimating. It will help decision makers to estimate costs for their projects, and to maximize the use of available funds. The proposed models could also help to control expenditures by establishing baselines for SHOPP project costs. Establishing baselines assists in preventing overestimation or underestimation of costs, and aids in the proper utilization of financial resources.

This research should enhance the value to the taxpayers by enabling Caltrans and the CTC to use cost estimating and management tools that are founded in current research-based best practices. A small research project such as this will not, on its own, transform the multi-billion dollar SHOPP. It will, however, have an enormous return on investment for the taxpayers if it achieves even the most marginal of improvements.

This work is generalizable nationally, internationally, and across the sectors of the built environment.
