Dr. Haas has a Ph. D. in Political Science, with a concentration in Public
Policy. He has extensive experience advising local governments and
nonprofit agencies in matters of policy analysis and program evaluation.
He is an active scholar in the field of urban politics. He has served as a
consultant to the California Office of Traffic Safety regarding several
state programs in association with the E.M.T. Group, Inc. He has extensive
experience relating policy problems and challenges to governmental
institutions.
