Work Background:
As a researcher and practitioner, Dr. Frank has worked with decision-makers to develop and implement multi-modal transportation policy. His skills bridge transportation planning, land use planning, and urban design. He has integrated these skills through the analysis and articulation of policies targeted at relationships between local land use decisions and regional transportation investments. He has conducted analyses of several multi-modal transportation facilities emphasizing surrounding land use patterns. He reviewed local transportation policies for consistency with ISTEA and Growth Management objectives and represented state interests in legislative debates over requirements for local governments to mitigate development impacts on state-owned transportation infrastructure.
