Organizational Affiliations: Work Background: He is a member of TRB's Committee on Highway Capacity, but his recent research includes the project "Demand Inducing Effects of New Highway Capacity" for the Air Resources Board and the "Update of DTIM" (Air Pollutant Emissions Model) for Caltrans. Also, he led the development of a Strategic Modelling/Analysis Approach for addressing transportation conformity requirements of the Clean Air Act for the San Joaquin Valley Air Basin. Dr. Dowling is the creator of the TRAFFIX traffic impact analysis software for analyzing the impacts of new development on highway facilities. From 1988 to 1994, he was a technical advisor to Caltrans for their Fuel Efficient Traffic Signal Management Project (FETSIM). He has been the technical advisor on transportation modelling issues to the Contra Costa Transportation Authority. Mr. Dowling advised the San Francisco Bay Area Metropolitan Transportation Commission on the maintenance of consistency between county and regional transportation planning models. He is a contributor to the NARC "Best Modeling Practices" Report, and Caltrans Model Guidelines Report. Dr. Dowling is the Lead Instructor for the University of California Extension, Institute of Transportation Studies Course, "Transportation Planning Models and Software." He is co-instructor for the University of California, Davis extension course in the Transportation Impacts of Land Use. He has published over nine articles/papers.
