Hurricane Katrina: How Local Government´s Lack of Revenue Impacts Its Financial Recovery

This Paper is divided into two parts. The first part reviews the federal financial assistance programs available to public agencies after Hurricane Katrina, examines the disaster impacts on local government financial resources, and ends with suggestions for local government to better prepare for disaster financial recovery. The second part uses two of the most heavily damaged cities in Mississippi to demonstrate a disaster´s impact on the income of the public agencies that must lead infrastructure recovery.
